Lip Movement from taken serial pictures for text to speech function -- Urgent

We develop an Android and iOS app and this project is just for a part of this App. We want a function so that the user can take serial pictures at once and this pictures must detect the eyes and lips to give a movement while text to speech function. after the pictures saved we want that this function create a dinamic (lip and eye) face which have text to speech function.
