Automatic license plate detection and recognition

We're Allowed to use any language we desire. We're planning to use c++, cause we have a good background about it. The project is about uploading a picture of a vehicle (the picture should be from any direction and the system should work) The system must recognize the plate and use OCR to detect the license plate number But first it must detect the country (Jordan) if the vehicle from Jordan the system must continue, not output a message that this vehicle is from another country. Then the system detect the colour in the license plate number, if green it's a tourism car, if red it's a government car, and so on. Detect the two first numbers in the plate if 50 it's a taxi if 36 it a bus .
