Plate Number Recognition

Software with source code. Process images jpeg, bmp for ANPR automatic number plate recognition. Must have at least 95% accuracy. Windows OS. Can be a windows DLL. Can be Active-X. Must be compatible with [login to view URL] be recognition <=50ms (CPU 2GHz, 768x288 pixels). JPG or H264 obtained from IP camera are decoded in raw format and will be the input. It has to recognize plate numbers from several cameras (max.6 cameras) and from video files. Plate area localization within the image. 2. Plate orientation and sizing – compensate for the skew/slope of the plate. 3. Normalisation – adjusts the brightness and contrast of the image. 4. Character segmentation – finds the individual characters on the plates. 5. Compensate for skew/slant of characters. 6. Optical character recognition or nural comparison. 7. Return a string/text of plate characters 8. Return a x1,y1,x2,y2 co-ordinates of rectangle/square area of plate. 9.
