APS.NET Web Control for image manipulation

I am looking for a C# user control that I can drop into an apsx web form that accomplishes the following: 1. Allows the user to select an image file from their local pc. 2. The user then uses the mouse (or finger) to drag and resize a circle within the uploaded image to define a circular area that they want to crop. The user should also be able to rotate the image 45 degrees clockwise with the click of a button. 3. Once the area is selected, the user clicks on a “crop” button and the image is displayed below the original image as just the circular area selected with the outer corners as transparent. This image must be in a png format. 4. Upon selecting the save button the cropped/transparent png is converted into a base64string and made available to the hosting page. I have attached a screenshot of this same functionality already embedded in an Android application. I have also attached some code snippets that can be used to do the conversion to the png as well as generating the base64string. What I am basically looking for is for someone to take this code and the concept and making it a very user friendly UI for inclusions in our web site.
