SET UP A VOIP SYSTEM

Hi there Right now I'm going to operate a call center, we have a connection with a datacenter so they are pretty open for me to use the bandwidth. I'm gonna need someone who have a realy good knowledge about VOIP and how it work to design and create for me an outbound VOIP for my call center. This person will be in charge of create, design and make the system work. my budget is about 3k-5k. I can get the equipments for you if you really think it's neccessary. I want everything to be in house. I don't want to pay for any extra bill for any other service provider. If you are good, I will hire you as a full time programmer for other bigger project and a technician job. The VOIP project will include -outbound call to local and cell phone numbers -call recording and store to a server with timestamp and the numbers where it called to -a program in which my agents will use to call on their computers (this is optional since I know we have an open source program, but if you can have a customize program, it will be fantastic) This is a very importance project, so I will need resume and demo before I reply back to anyone.
