Setting up Meta Business Page

I have a 501c3 nonprofit dog rescue group and had set up a FB page under my personal account as a page I manage. FB took it down this month and I believe it's because I need to open a business account under Meta. I have no access to my rescue FB page (bichons and buddies) and need help setting up the new page and recovering content and followers from the previous page.
