Website CSS & graphic changes

Looking for a self motivated, amateur web design artist who fully understands CSS and can do some minor graphics work. Not everyone can fit the bill. Although you may possess these skills, it's imperative that the changes you make reflect who the blogmaster is (myself). That will involve some emails back and fourth to discover the type of site I'm looking for and you will have to demonstrate you passion. The budget is small. Don't expect to be renumerated a large sum since there isn't a lot of work. This is a great project to help build your resume. MUST HAVE A MASTERY OF ENGLISH
