Build a Website Prototype with some basic capabilities

I am looking for a website with some basic functionality. This prototype site will be used to demonstrate a capability. Once the basic capability has been proven, additional funds will be provided to expand and refine the site. The purpose of this prototype is to offer company security managers a method to test their corporate security policies against Federal, state, and local requirements for the protection of personal information and consumer credit information. By exchanging a series of email attachments containing very specific information, this prototype web site will let them know what protected information was allowed outside of their organization and what data was stripped. This information will help security managers test their systems for compliance. Basic functionality overview Users will register for an account. Once registered, they will be able to select from a variety of information security standards to test their company email messaging system against. This should be done via a series of check boxes with a description of each check box. These descriptions will be provided to the developer. Once they have made their selections, the website must send an email to the users registered email address. This email will contain several attachments. These attachments will be provided to the developer, along with instructions regarding which attachments go with which checkbox. This email that is sent to the users registered email address must have certain text content, including instructions. This content and instructions will be provided to the developer. When the registered user receives this email, the instructions will instruct them to forward this email, along with the attachments, to an email address. The email server must reside on the web server being developed. When the message is received, the mail server must process the message, comparing the attachments received to the attachments sent to the registered user in the first email. The server must then send an email to the registered user, with a link to view the results of the security scan. Clicking on the link contained in the email should direct the user to their account on the server where the output of the test is displayed. The contents of the report will be provided to the developer, along with the scenarios that drive each particular type of response. Basic site requirements 1. Visitors must be able to create an account using only an email, or Facebook, Google+, or Twitter account credential. Creating an account should be fast and easy and ask nothing more than an email address and name 2. Once logged in, users should be presented with a page that explains the test and displays a series of options they can select to conduct a test. This prototype site will contain 2 options for visitors to choose 3. The site can be WordPress, Joomla, Drupal, or straight HTML5 / CSS3.0. The developer selected will be expected to have some input on platform 4. The site should be developed to run on a Linux platform. 5. All code must be well documented and explanations provided if asked Interested developers must have a good working knowledge of mail enabled, Linux based websites and must be ready with ideas on how to make this prototype a success. I am less hung up on what technology we use and more concerned with a functioning prototype that can be supported moving forward.
