SEO, Link Building, Article submission for a new website

This is for a newly launched website that specializes in targeted Facebook, twitter and youtube marketing. I would like the site to be at the TOP 3 sites googled at the end of the project in Malaysia. The project will involve SEOs, article submissions, marketing efforts. The winning bidder may be hired for other similar projects in near future and decided on the following manner: reputation, quoted rate, and expected time to complete the project. If satisfied, I will appoint the winning bidder on a contract basis to maintain the website's position. The project should not take more than 3 weeks to complete.
