software Creation on .NET

hello i want for my use (educational use) to create the following project in visual c# 3.0 (.NET), using visual studio 2008 and sql server whatever made on this project i need it to be clearly written and described, also all the codee i need it to be commented and at the end a step by step documentation, and also a documentation describing step by step what has beed done in detail for this project to be created, so i can create this project again from the scratch by my own here is the project description : we will use a sample map that i will give you for our territory. i need a fire prediction system to be build. i want to set the windpower,winddirection and humidity, and the system provides me back statistically and visually all the info i can get from those data. i want to be able to see the exact area that the fire will be spread in different times after the start of the fire. i need everything to be taken under consideration. the good news is that i already have found a open source project doing almost whatever i need but it is written in java if i am right, so everything regarding algorithms etc will be already made. i want you to take to our project all the posibilities the open source project gives us and add some more. for this project i can spend 300usd, and i need it ready within the next 10-12 days thank you
