jQuery a hovering text around a circular avatar picture

On my websites I have cartoon characters having dialog with each other. (eg, kitcaronline dot ca)Each one has a circular image of the character with class="rI". Some pages will have many of these images, others will have none. If users click on the images, a musical sound plays. But hardly anyone clicks on them. I want to advertise that they are clickable by having jQuery that finds the image that is VISIBLE and closest to the users mouse (if possible), and shows a visible Hovering message like "click me", "clickable", "click for fun". I want some graphical sophistication, a box around the hovering words, a semi-transparent background inside the box, an arrow pointing from box to the image, and I want movement of the hovering box with text, to draw attention to it. It will show only once for the whole page. It will disappear and not re-appear if the user scrolls it out-of-sight. It will disappear and not re-appear if the user clicks on the image. I will give the freelancer admin logon to a wordpress website to experiment with it. I will allow 4 hours of paid time to become familiar with the underlying custom PHP and custom jQuery that is already running. It's not enough time to understand it all, but I don't want you to understand it all, or even rewrite any of it. Every coder thinks the previous coder did things poorly. The only place you NEED to find in the existing jQuery code, is the click-handler on these images, so you can add in some code there, to make your hovering text disappear. The movement of the hovering text, could be circular path or a linear back-and-forth wiggle, or anything creative. Try to keep the path mostly on the outside of the circular avatar image. By the way, the size of the image is automatically scaled to fit the browser window width, so your code will probably need to obtain the image size, in order to calculate the movement path of the hovering text. I only hire individuals, not groups. I only hire people who tell me something that shows they read my project and assures me they can do it.
