Finish laravel project with dashlite frontend

I have a laravel project that a freelancer started but could not finish although I believe it is mostly done. I need someone with laravel experience to finsh the project. It's a project management board for employees. I post jobs with the job information, and the employees can login and take the jobs, with a few sms sent out along the way to employees and customers. Nothing overly complex, just need someone to finish it, or if they want to start over they can do that too. In the future I'm sure I'll think of more things that need to be added, so whoever is hired will need to be available for years to help maintain this and add more features. I've had trouble with freelancers in the past, so if you don't have many reviews you can still bid but I will only create a small milestone and you will have to complete the project to get paid. I also need to see things working before releasing any money. Too many freelancers want a milestone for half, do "half" the work, get the milestone and then leave the project unfinished.
