A real expert in uboot and Linux kernel with 15+ years experience in this field only. I have realworld open source commits especially uboot which you can lookup with my name Phani Kara. Porting to new hardware SOM has inherent risks including driver changes, performance, EMI etc. even though the IO is the same. On top of new hardware, the kernel is also newer. Hence the higher quote. Ideal way is to run your old code first on the new SOM and make sure everything works before upgrading the kernel and uboot (assuming it's done already). You would get a very high quality deliverable along with documentation. You do not want substandard quality especially in the base layers like the drivers. Assuming the boards are setup well to access them remotely along with power cycler etc. or can be shipped to Canada. Hoping to talk to you soon or best luck with the project if not.
