Manufacture a mini (4\"x6\") tablet/screen strictly to play video

I need someone to manufacture a small 4”x6” tablet or screen that can play strictly video. I need the tablet/screen to connect wirelessly. I should be able to send any video to it remotely. I need it where if I manufacture multiple tables/screens I can send different videos to each tablet/screen at the same time. In other words, if one of the tablets was located in nj and another was is pa, each connected wirelessly, I can send a specific video to the one nj and a different video to the one in pa, all from one specific computer. Maybe to make it easy I was thinking manufacturing a tablet which already comes with a single preloaded app. This app would be used to strictly to receive and play video.
