Hiya The method I will be using to complete the above project involves PHP Object Oriented Programming (OOP), PHP Simple HTML DOM Parser, and MySQL database management. First, I will use PHP OOP to create a PHP script that will first take the URL mentioned above and get the CSV file from it. Next, I will take the CSV file and use it to generate a PHP array with the parcel IDs. This PHP array will be used to loop through each entry and get the URL of each parcel ID. Then I will use the PHP Simple HTML DOM Parser to scan through each URL one by one and scrape the owner's information mentioned which includes name, address, city, state, and zipcode. Once I have the scraped data, I will store the information in MySQL Database using SQL Queries. Finally, I will create a script to update the MySQL Database and keep track of the scraped data. Overall, the process will involve PHP Object Oriented Programming, PHP Simple HTML DOM Parser, and MySQL Database Management.
