Document Control Software

The project is to allow a document link clicked from a web page to be opened automatically on the clients desktop PC, then when saved to be uploaded back to the server. I have looked at various technologies and have possibly found a way to accomplish it. I need someone with more experience in either HTML5 or Silverlight to complete this section of the project. This is a complex situation and is based on very new technology in terms of the web. e.g. the features to support this have only been available the last few years. I am looking for an expert programmer with some lateral thinking skills. I am estimating this application will only take a few hours with someone with the right skills but budgeted for more as I know how programmers estimate :) Looking for this solution to be completed within 1-2 days if possible.
