Virtual server and user account configuration

I need to host an app online on a virtual machine so that it can be accessed from anywhere, rather than have the app installed locally. The purpose of this project is to replicate a small office set up in a virtual environment where we have 3 desktops and one server with a mapped drive where an app stores data centrally. I want to do this virtually and use a remote desktop connection. I want to find someone who can configure a virtual machine to act as a server with 3 user accounts as per the attached diagram. I have identified the hosting company I want to use but need assistance to set it up, mape a virtual server drive and create 3 user accounts which will be accessed via RDC. Each user account will have the app installed with has its own user license. This enables the 3 users to work independently and concurrently and save data to the central file on the drive. The maker of the app says that "as long as the data file is hosted on a local drive and the app can scan that server", this virtualisation should work ok.
