User Group manager

Hi to everybody. We need for our [login to view URL] an user manager, not so complex but quite strong A component so that can do the following: - Filter user by each field ( user id, email, password , creation date ecc.) and also with shipping group - Filter user by order made amount according to state of order (f.e. query to retrieve all user that ordered in last year mor than 70 eur - FIlter user by locale, or nation - Export lists of filtered users in csv format or xml maybe - add filtered user to certain shopper group ( f.e. 1 all user have ordered from france more than 50 eur in last 3 month pass to gold membership ) - notify with email , saved in an " email models section " to be reused custom made the changing of the group I am a coder so I can help also in projecting and do the work, if somebody wants I can also help developing with svn. Reason I post here is I have no time at the moment to do it full and I require it soon. THanks
