Simple advertising website from scratch

I have an idea for a simple website that will help advertise other websites and make people money at the same time. Basically you sign up and post your website and once you're signed up you will be brought to the main page where 3 boxes should appear with a website in each of them, you must click each one and stay on that page for a certain amount of time. What you are doing is viewing other users websites in hopes of finding interesting new websites that you'd like to use. Once you view the 3 websites, the website that you posted will be featured in another users 3 websites that he/she needs to view. It may sound complicated but its a very simple idea, i's basically an advertising circle where you help people get views and in return get views. Now it will a completely free service to use and people who dont have websites can even go on inorder to make money by viewing other peoples websites for given amounts of time, once the user views a certain amount for a give amount of time, he will be compensated. So I need a web designer and a programmer.
