Small PHP bulletin board/Update area

I need a small script to be written for my site for updates with small 60x60 icons. This will be similar to the “bulletin board?? on the front page of [login to view URL]: [[login to view URL]][1]. **Backend**: an admin area in which I can enter the text which can also accept html for links. The information will need to be stored using mysql. Tables will need to store this information. It will have an area to choose a start and stop date, the text in the field, and the icon for which I choose. The admin area will have the current active links that are active and their start and stop dates. It will also have an area to where I can choose the amount of updates for which I choose. Example if I want to show 4 then I can place 4 in the space. The admin area will be inside its own folder off of my sites root folder (public_html) **Front end**: The front end will use a phpinclude so that I can place this on any page I wish to show these updates. It will show the max number to which I have designated in the admin area. It will use the classes from my site’s CSS. I will create the icons or images to choose so there is no need for this. **Overall**: This script is needed as soon as possible. It will have an SQL file for and install instructions. All work will be done on server of coder and then I will view the work when the coder is finished. The coder must be aware that I may ask for changes on this to fit my needs after I see the finished work. It needs to meet my criteria from above and be fully functional! ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement). ## Platform php/html/mysql
