Wireless Web Application

I am after a Wireless web application. Basically I want someone that can advise and develop the whole solution as described below. An overview of the application: The application will enable end users to send SMS requests in the form of Unique ref numbers to a mobile short code. The SMS/MMS gateway will now route the SMS to the application which will then look up the unique ref number and then post the information requested by the user via HTTP post either as SMS or MMS. For the content our customers are companies that sell products. So they will need to be able to register their company and then will be given a unique company account number and login details. Each company will have like a control panel which will enable them to create new content for each object (product) an object will have 2 elements which is they can create SMS and MMS (pictures) of the object. Each will be treated separately and will have unique ref numbers as they are delievered to a mobile phone via different methods. I will require a payment gate way so that users can pay their subscription on a monthly basis, i am probably going to be using worldpay. In regards to the language and backend I am open to suggestions on the best and most flexible to go with. Also i will need a control panel to manage customers and disable non paying customers, update details, create customers over the phone etc. I will also need the website to be developed as well and will need a content management for the website as well. The website wont be anything fancy just something with the details about the company and the services, a list of customers and customer quotes, About us, faq, online demo of the application, etc. View the attached document for more information. I have also attached a jpg which basically shows the template i want for the website. It does not have to be the same but i want something similar. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased.
