Seamlessly integrate website backend using 3 open-source software PHP MySQL

Hello, We are an online tutoring company called "Tutors for Charity" ([login to view URL]) that focuses on helping students learn while raising money for charities that benefit children and students worldwide. I attached an Excel file listing all the features we want for our website. The front-end of the website was built using Weebly Premium Drag-&-Drop builder and is hosted by iPage (PHP with MySQL database). The backend of the website has not been built yet, however we will not build it from scratch (too costly & time-consuming). Our goal is to download 3 major free open-source software (BBB, Moodle, Elgg), customize them and seamlessly integrate them together in a user-friendly way to achieve the tasks set forth in the Excel sheet. To achieve this Elgg is a hybrid of weblogging, e-portfolios and social networking. It is hoped this combination of features [Moodle+Elgg] will provide an engaging environment for learners to create their own learning space and then connect to others, forming online communities of learning." Also, the Excel file details our budget for each item and the estimated timeframe we expect. If you have a different expectation, please update the Excel file and email to us, however we will be choosing a candidate who meets our expectations of staying within the budget and timeframe. Of course, you also need to be familiar with programming in PHP, MySQL and know how the integration would work between Moodle, Elgg and BBB.
