IPTV Live Streaming over internet System Open Source based Server or integradet System

Hello The project is an IPTV Live streaming Server must be connected for example to Sat. Receiver Hardware Encoder Mpeg-2, Mpeg-4, H.264 Encoder ( Hardware Encoder like several dreambox each encoding a transponder (Multiplexing) with Mediaguard or Nagravision coding Card reader ) or easily, yours integrated solution to stream Live TV and VOD over Internet. For Live IPTV Multiplex streaming having c/a 50-100 TV Channels and more than 500 over internet online users (IPTV STB linux and android based, possibly also for iPhone - iPad). Video on Demand (VOD) + Pay per view + User management and Authorization creating Vouchers or ON/OFF control for Users and extra channels. To implement performance, upstreaming can be maked to a remote streaming server with fast connection. Management and Authorization : This software must be WEB based to control all active clientes access and make Authorization for all the users by creating Vouchers for 3 , 6 , 12 months. Please let me know a study complete with hardware and one without hardware. What hardware should I buy.
