290600 Custom eCommerce Website

I need a custom designed eCommerce website that can accept best offers on some products similar to eBay. If an offer is made lower than I am willing to accept, the site should be setup to automatically counteroffer with the lowest price I am willing to accept. If and offer is made that is above my lowest price, the site should be setup to automatically accept that offer. For example if an I am selling a product for $100 and someone offers me $85 but the lowest price I am willing to accept is $90, then the site would send out a counteroffer to the potential buyer for $90. Or, if the potential buyer offer me $95 on that same item, the site would accept that offer since it is above the minimum of $90 that I am willing to accept. The site needs to be designed from scratch (not a template) and will have many categories and subcategories. The following pages will need to be made as well: About, Contact, Home, Cart, Help, Account, Customer Service, Terms & Conditions, Privacy Policy, etc. There should be sections for featured items, discounted items, and the ability to do an advanced search.
