simple online product ordering system

This is an online website that will be used by people who cannot travel and purchase items in the US. When users register to this website they will be able to send the link of the product that they want to buy. That way admin will calculate costs of shipping, importing, taxes etc and quote of the cost to the user. If user accepts, they will deposit and confirm admin so they can purchase product and deliver to them. That’s the overall description of how the system works. Basically users will be able to create many orders, and submit them. Also admin will be able to view all orders and calculate costs and quote easily. I attached images of the specific fields and pages that the project must have so you may have a pretty clear idea of the size of the project. Here are additional details. Project is for a client of mine. I am doing all the graphic design and css so no need for design, I just need the system to work fine. Additional details: - Needs to be in Spanish or dual language. My main language is Spanish and all projects I have done are in English. So I have to translate all so it can be used by mi clients. This time I want to have a dynamic where you can work comfortably in English but I can show my client in Spanish all the progress. I suggest using language files I think that is the best option. I can just switch when progress is shown. But I accept your suggestions please because at the end project will be only 1 language and I don’t want you to work double or charge more for that or loose time because of that. - This will only ship to 1 country. One of the pages has a calculator. This is a shipping calculator that has specific rates depending on State that will be shipped and weight and size. The document where you see the table of prices is called “shipping” and is an excel sheet. Looks very intimidating but is easier as I just explained. - Needs to have the standards features like, register, login, password recover, send emails of each event, etc. That will basically be it. Specific details will be on Skype or something but that’s about it. Most quote formulas other than the calculator are sums. I am very interested in time of delivery I hope you can bid on very good times. I like to pay and to pay fast so if delivery is fast project will be finished and paid faster. Thank you.
