modifications on existing flash map of France REF:503

Need modifications on existing Flash Project. ## Deliverables Existing functions : In the map there are multiples departments of France. When you click on department it's calling an url and send the ID of department. We colored (with 2 different colors) the department. It's managed by the [login to view URL] What we need is : 1) Actually, when we colored a department we can't see his number, we need to see the number even if the department is colored. 2) Manage to display or not the legend on the left of the map by the [login to view URL], by a flag "on/off" for example.
