Small desktop application - repost

** Please give me feedback sustantive that you understood the project and you can do it ** I am looking for a small desktop app for my Windows 7 (64-bit) environment. It is nothing more than a Chrome webpage which is on my desktop. Without all redundant parts of window (toolbar, taskbar button etc). The app is confgurable via config file The window is by default 500 x 650 pixels (also adjustable by config file) And the "z-index" is low so every other window is placed by default in front of it.
