We already have all database, queries and reports that we need for the moment. Most important, we have the daily transactions database whose import is made automatically by a data scraping tool. So we have to create a table with the users id's and create individualy reports for them and send it by email. Freelancer can sugest approaches but I need this to be very simple at the moment. Then we can complicate with web publish (on another version).

This does not look too complicated from my understanding of your project description. Once I take a look at your existing system, figuring out how to send out emails using the user-id's from your access database should be fairly easy and by the time I make the entire delivery, I must also be able to give it to you in a format that it is automated and a one click process for further use in future!
