WordPress Plugin | Random Image Plugin

Hi I am looking for someone to create a WordPress plugin that will apply random images from a folder to all of the pages and posts on my site (with option to turn posts or pages on and off). The Plugin will have to grab an image and apply it to a new post as soon as it has been saved as a draft. The plugin should have a semi transparent CSS layer across the bottom of the image (like on many sliders - this is not a slider) with the post/page title in white lettering. The image should be programmed as a featured image so the thumbnail appears in the archive lists on the site (e.g. blog, search results, category pages etc.). The resultant HTML should contain the following: 1. Image Alt tag - Image Alt tag text wil be what ever categories the post is under. 2. Name tag - Image name will be image file name - Image name should not appear on image like it does by the theme. 3. H2 Tag - H2 tag will be post title.
