Web-based notification software(repost)

I am currently looking for a web programmer that will develop a website that will provide wake up calls / and email reminders to college students. The website will handle the following task: 1. Will send daily call reminders to individuals who pay for this service(preferably using a text-to-speech feature) 2. Will send email notifications and reminders. A site that demonstrates what I need is [login to view URL] . This site was orignally being designed but was unable to be complete. A basic template has been set up by a previous programmer. I would like to keep the template and just continue to build on it with these services. The address for the current template is http://www.buzzmenow.net. As well, the previous programmer was using asp.net and MS SQL 2005. So you will probably need to be proficient in this area. 3. Aside from the communication system, the website will also need to have a login feature and some kind of payment processing system. (either contracted externally or whatever works best). ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. The part where I am discombobulated is how to get these features available to the customers. How the wake up message is relayed to the individuals is where I leave it up to you. It can be software installed on a server that will then dial voice automated wake up reminders to the customers via a business line, etc. I leave this idea up to you. I am not sure how the other services (text messaging to cell phones and sending email reminders) can be done. It might be as simple as creating a script.
