4images Mirror Downloads Mod required - Plus 2 other small scripts

I am administrator of a fansite where I use 4images to provide media files to users, and is bridged with phpBB. For practical reasons I need a mod that does what is described below: I need to have the [login to view URL] script to be modified so it will redirecting the downloads to different mirrors depending on user level AND location. - If users are registered and logged in, I want them to be directed to the URL of the file WITHIN the server (it is not within the 4images directory, mind) and have the download start automatically. - If users are NOT registered and are from US or Canada, I want them to be redirected to a [login to view URL] file page. - If users are NOT registered and NOT from US or Canada, I want them to be redirected to a [login to view URL] file page. If you are familiar with 4images (highly prefered) I believe this could be handled with permissions and a "mirror" option (mirror locations would have to be set within the control panel), therefore a MySQL modification would be necessary. I think it would be somewhat simple, check for cookie and then redirect to server or if there isn't a cookie redirect them to one of those two services depending on the visitor's IP. The other two scripts don't have to be custom, I just need you to recommend me a good "upload to server" script to have users send their files to a part of the site not connected with the media section but not allowing them to grab the link and post it for other people, and another one that will allow me to create Zip files (that stay in the server) from folders within the server. I can install the script if necessary. We are on a dedicated server (if that is of any use to know) I can provide the website address via PM.
