Return Wordpress featured images and display information + image/text scaling

*** Item 1 *** I require php code to retrieve all featured image sizes for images attached to a post whether these are custom or standard Wordpress sizes. If no image has been loaded then display a “No featured image on post” message. If more than one featured image has been loaded then I display a message “Only one featured image can be set” then display all images. Loop code for each image size to include Image URL: Title: Caption: Alt Text: Description: Image width: Image Height: Cropped: Custom image size & image size name *** Item 2 *** Simple HTML to display an image (width:100% and height:auto so that it fills the full width of the page). Then display centre align text both vertically and horizontally even if text is too long and wraps. See attached image. This must be responsive so that browsers can be resized and the image and text scaled automatically no matter what size the text is. See attached layouts, one as a single line of text and the other as multiple wrapped lines. If this can't be achieved with pure HTML then please advise options that support all browsers.
