SMS reminder system - PHP based

I need a simple php script, where i can schedule sms contents. Meaning, lets say i schedule a SMS "Pay credit card bills" and set the date as 10/10/2015 - 5:00PM the PHP script should send this SMS to that receipent number on that particular date/time. I should be able to schedule any number of SMS. Preferred programming method : Every 24 hour, a cron will run and prepare all sms jobs for that day (within 24hrs) and execute at that time. Timezone is very important. I'm using clickatel gateway but I should be able to set the SMS send timezone in your PHP script (no need front end changes) Insert record page : - Recipients number (should be able to send global sms): - SMS content : - Send date / time : should be able to set future date - Send button Manage record page : should list down all sms details. i.e. sent / pending records. should be able to edit and schedule again or delete the record. Log page : basic log page which shows the delivery confirmation, if its failed or delivered. I'm open to ideas. As a developer, if you feel we can do this in another way please share your thoughts - i'll really appreciate it. Conditions : - My budget is not very high, but once this is completed successfully, i will keep your contact for long term relationship and projects - I need ONLY devs who are very active. Previously I hired few devs and they reply only once or twice a week. Communication is very important for me. Thanks
