Tournament website

I need a complete website (not WordPress) built that will list user submitted tournaments from every state in the USA (I have a city and state csv). The tournaments will be entered by an individual and each person who submits a tournament will need to register an account then enter their tournament details. There will be many different categories of tournaments, for example bowling, billiards, darts, volleyball, baseball, basketball, football, online gaming and more. Prefer the site to be in php and mysql. Laravel is ok. Each registrant would submit their tournament info which includes, city, state and zip code and name of event where the tournament is being held. All tournament info which includes, the date, time and location of event with a notes field incase there is other info they need to submit. They can also upload a poster in image format or even a pdf of tournament info. Need a "sponsored listing" which would be a paid promotion so the person can try to attract more attention to their event. Would need a sponsored listing on the homepage, on the category page (for example bowling page), states and city page as well. The admin area will allow me to control all aspects of this website including editing a post and image, deleting, editing and emailing all users, ban a member, need to show member logins with IP and browser string. Remove a sponsored listing. Give a free sponsored listing to any active listing. Would need a way to view all events by date, zip code, city, state, zip and by category. Need the ability to create and edit categories and sub categories. User registration will include first and last name. With city, state & zip. Email with email verification. Encrypted password. Once a listing date has passed, that listing will be moved to an ended status and archived. The user has the ability to view their old listings or delete their tournament from their account. Once a listing is submitted, it will go to pending status where the admin or moderator will review it and approve or deny it. Either way an email is generated to the submitter letting them know it's live and give them the URL to their tournament listing as well. When a submitter is creating a tournament listing, give the option for this to be a recurring event. For example weekly, monthly, yearly etc... Need a search function that will allow a visitor to search for tournaments by city, state, zip or category. This is a general overview of what I need. There will probably be a few more items and changes along the way.
