Update Magazine cover maker Site

I need to update a site already running, [login to view URL] . Here is the list to update, 1.- Users needs to be able to register,login and save the magazines covers they make. 2.- Users can send messages between registered users. 3.- Visitors and users can rate the magazines made.([login to view URL]) 4.- visitors and users can add comments to every magazine cover. like this ([login to view URL]) the comments section needs to have some sort of filter for bad words, and the people can add their own myspace or website url. 5.-in the rate covers section i need to add a checkbox that allow the users to flag an inappropriate cover( this will remove from the users view the magazine cover). 6.- in the create magazine page i want to add a checkbox that gives the users the option to make the cover private or if the image is inappropriate they can check that cover and mark it as private. 7.- rates and comments will be display in the magazines covers. this will be the most important update, i want to modify the way the users create a magazine. now they create the cover in 3 steps: 1.- upload the picture 2.-choose the covers 3.- they get the code what i want is allow the users to modify the picture they upload, resize or zoom in and zoom out, move it up,down,left,right with the cover the already [login to view URL] allow the user to choose a different cover without uploading another picture or start the process again. so the steps in the creation will be. 1.-upload the picture 2.-choose the cover 3.-allow them to move the image to fit the cover the way the user want it,zoom or [login to view URL] to change the cover. 4.- get the code this is what i need, please i need to start to work with the programmer as soon as posibble, if you are busy right and have no time, dont post yourself, i need this project to be done asap. just answer if you can do this job, i dont want to waste my time like some programmers had done in the past. any questions PM.
