Hi What you asking for is possible, however the margin of error is almost entirely going to depend on how well focused the license plate is. In the video you have provided this distortion seems more than your acceptable limits. (after running openCV to get ratio of license plate to ratio of entire frame). If the camera is already fixed and immune to any form of movement, the best way to do this is use a standardized reference (literally a stick or pole of known length at a known distance) and then use the simple lens equation along with 3D trigonometry.
