Debian 6 - Need Secured for hosting Shell accounts.

I need someone to setup this debian 6 server so that any user added to it cannot do anything to harm the system. Proper priveleges are given to them to say say compile eggdrops, bnc, and also special users who are jail bashed and can run a mini VPS. I just need it so they cannot abuse or see anything that root/sudo users can. Very simple i'd do that job but i cant find the time now. I NEED THIS DONE TODAY. I'm already behind and have been tried to be husseled and people hide things on the server once they finish. I will watch every thing you do, no offence to your charactor, i just have been screwed over now twice by people here saying they will do this, and they do while hiding things for themselves later on. I dont expect to pay until the job is done, and i've iinspected all your work and made sure you have not do anything but what i've requested. If you do this i have 4 other servers needing this done you will get to do if you are up to it. Thats $35 a server and $180 total for about 1-3 hours work for someone who knows linux/debian maybe even 40 minutes a server. GOOD LUCK!
