Python 3 to update Excel values

Need a Python 3 script that will open an Excel Spreadsheet and by looking at a sheet called “By Environment” get the "server" in column E and by using “ping” find the IP Address and upgrade the value to the right in column F with the “correct” IP address? Probably will work with Pandas library but I will yield and be interested in your simple solution that I can work with, adjust and confidently understand and interpret. Please see the attached Excel that is a template of what is to be updated, the actual real sheet is 300 rows, please use the 6 rows in the attached “[login to view URL] General Details Please only BID if you know how to do this and are certain you can do this? Expecting this is something easy for about $10 or so and will be something person on this topic would know and understand.
