You need a script that is interactive and generative, not just the model. I have a long experience in 3D programming and in 3ds Max Maxscript in particular. I have already written a very similar Maxscript to pack circles of any size within the outline of a spline. Please check my portfolio for the image of the script in action within 3ds max 2012. The same script can be easily modified to generate any symmetrical tiling pattern and only attach objects that fall completely within the outline.
