Need U.S. based leads/ advertising

I work for a company in the annuity sales division and would like to find a marketing or leads generation expert to find U.S. residents who are interested in equity index annuities. This could easily become a very large project but initially I will need a trial arrangement so I can verify the quality of the leads generated.
