Build website for reunion

I need a website for a class reunion. I need capabilities for up to five categories and the ability of managers to log into each category and update information and options. I need login for alumni to sign up and participate in the website. I will also need ability for alumni to sign up for various functions and checkout with a cart for payment. Front page should have supplied artwork and be static with links for five categories. Also may want to add section for photo album later where members can post pictures to share with all members. Low budget. NO FOREIGN PROVIDERS. U.S. only.
