Build Websites from Scratch (based on Existing Sites) – Expert in WordPress, Cloudflare and cPanel

I am looking for an experienced web developer to build a website from scratch for my professional services (non e-commerce) business.
I have the following three websites that need to be rebuild from scratch (with a new theme, etc.). The set-up/structure/theme of the sites are very similar, yet the content and graphics are different. The sites are:

I like the look and feel of our current sites, so the overall look should not be changed much. However, I am open to suggestions and an updated look or functionality in some areas.
As you bid on this project, please provide a basic draft of a revamp of our home page for [login to view URL] so I can get an idea of what your work looks like. A rough draft will do. We designed new logos and our company/logo colors are 002f6c (blue) and ed8b00 (orange) so these colors MUST be used as the primary colors for headings and text (besides black or gray) on all sites.
Requirements:
• Expert in WordPress
• Expert with cPanel
• Expert with Cloudflare DNS
• Knowledge of GoDaddy hosting
• Expert in RWD (Responsive Web Design)
• Create and implement XML sitemap.
• Sites must be mobile-friendly
(mobile friendliness, mobile rendering, touchscreen readiness, mobile compatibility, font size legibility, mobile viewport, mobile speed, mobile frameworks, etc.)
- ability to switch to desktop view
- allow for pages to load and show properly with chrome, IE, Safari and Firefox browsers
- pass Google Developers “Mobile-Friendly Test”
• Technologies (speed, analytics, W3C validity, doctype, encoding, directory browsing, server signature, SSL Secure, etc.).
All webpages must validate on the W3C validator with 0 errors
• Make proper use of H1 H2 H3 tags
• Must be designed following Google's "Webmaster Guidelines"
• Must perform well when tested against:
o Google Developers "PageSpeed Insights" test with a "green checkmark", issues marked "Should Fix" will be fixed and a score of 90 or greater for both mobile and desktop.
o GTMetrix: [login to view URL]
o Core Web Vitals
• Set up all sites with Google Analytics
• Must be designed with best SEO white hat practices at all time
• Usability (URL, Favicon, Custom 404 page, conversion forms, above the fold content, load time, printability, structured data markup/rich snippets, email privacy, safe browsing, etc.)
• External link to SQL Server. Some of our pages (job opening pages, registration links, job order page, thank you pages) on our three sites are linked to a cloud SQL Server database. (Set up should be easy and if needed, support from the host will be provided.)
• Keep current tawk feature on all 3 sites
• Implement a basic contact form on all 3 sites
• Activate notification of who watched our online video.
• Backlinks
• Immediate part of this project would be a quick correction of our construction-worldwide site to ‘re-connect’ the currently not-displaying graphic files (we have all files in our cPanel).
• SEO
- Which SEO (plugin or otherwise) do you recommend and why?
- Base your quote only on the website but please indicate whether or not you also do SEO optimization. (Either I’ll provide you with SEO title, description and keywords or you’ll show me where these go and I’ll do that part myself.)
Your website knowledge also includes:
- SEO (title tag, meta description, google preview, headings, keywords cloud, keyword consistency, alt attribute, text/HTML ratio, indexed pages, broken links, www resolve, IP canonicalization, [login to view URL], SML sitemap, URL rewrite, etc.)
Other:
• Our logos have changed and so will some of our photos and graphics. Updated graphic files will be provided.
• Good listener, able to follow directions precisely and promptly.
• Must be extremely detail oriented (e.g. some of our ‘Place an Order’ / ‘Search Jobs’ boxes currently have different spaces between them, and all spaces and box sizes need to be identical).
• Provide basic training that will allow me to make minor edits myself (state if and what software program license, if any, would have to be purchased to use for edits)
If you have experience in building websites from scratch, particularly in WordPress, and are proficient in Cloudflare and cPanel, please submit your proposal.
Please do not bid unless you have a portfolio that includes mobile friendly websites that you have designed. Also let me know if you would personally be working on this project or if you would have someone else on your team (if you have one) work on this.
