Create a Wordpress Template

We would like to redesign our website [login to view URL] along the following requirements: - The developer/designer must be experienced with HTML5, Javascript, and CSS3, and should be capable of developing a fully functional Wordpress template. - New website design must be a Wordpress Template to replace our existing design. - The theme must be W3C HTML5 Compliant, and should support IE8+ as minimum. - The theme must support rescaling/adjusting it's layout for display on mobile devices. - Bootstrap framework is encouraged, but not required - as long as the final redesign of the website is mobile friendly and has no layout issues across devices and platforms. - Our image slider does not scale correctly to mobile devices, this needs to be adjusted, replaced to rebuilt with a new slider that will scale correctly so that it may be viewed on any device or platform. - Any plugin specific HTML, CSS and Javascript may need to be adjusted to work with the new theme. - We would like a nice clean, ultra modern and very accessible layout structure. The site navigation structure may need to be adjusted to maximize ease of access to priority content and information throughout the web site, the navigation may need to reconfigure itself into a Dropdown Menu or Accordion style element for mobile devices - while maintaining a Navbar appearance on desktop displays. - Implementation of SEO - adjusted to blend in nicely with the new template.
