application to create and save a text file based on an incoming email

I want an application to run on my windows xp (home version) box. This software will receive email from an email address I configure(it can either try to fetch an email from a gmail address or it can be set up to receive emails directly. it is up to you to decide which approach to take, but it must be free, no additional software to buy). It will then create a text file using a specific format (see below) using the subject line and body text as the contents of the text file. It will only do this for emails coming from email addresses which are contained in the list I specify beforehand in the configuration. This way, it will not respond to spam. It will save the file it creates to a specific directory I specify. Once this file is saved to the correct directory, an external system will create a new text field with the extension .ANS in the same directory. The application will email the contents of that file to the last email address it had received mail from. Text file format (created from incoming email) name: [login to view URL] content: "C3","","","60172700002170110","23.50" Description: all the quotation marks are required there are five fields. the first three fields should appear as above the fourth field should be taken from the body of the incoming email the fifth field should be taken from the subject line of the incoming email there should not be any spaces or hidden characters the name is always [login to view URL] other Business rules The value in the subject line must not exceed a configurable value. For example, the value in the subject line must be a numeric value not to exceed 40.00; I must be able to configure this somewhere. Using XML files for configuration variables is fine. If this business rule is violated, an email should be sent to the administrator. Items that must be configurable: 1. list of comma delimited email addresses to accept incoming mail from 2. directory to save [login to view URL] file to 3. administrator's email address ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased.
