206497 Project in PHP needed

I have a custom seal system already and I want someone to continue with it to make it into a system all its own. I want this in PHP/MySql and even Smarty if that is your skill. Basically, I need to have the following. 1. User membership account. Verification of email, etc. 2. Required information from site, type of business, ability to place description of business, tags, keywords, title, etc... 3. Ability to communicate back and forth using system to email, email to click on a link to open up response text with any features such as uploading, etc... 4. Once accepted, the account has an embedded code for them to place on their site. This must work on all pages. Admin: 1. Manually create accounts 2. Activate/Deactivate/Delete accounts 3. Create Seal for Account - choose which account and then fill in the blanks for the information needed to show when the person clicks on the logo/seal and the box appears. Approve and then it creates the embedded code in the persons account and notifies them via email their account has been completed and to log-in to get the code. 4. Ability for the admin to set charges for the seals. 5. I have an image already, but can be upgraded as well. 6. Ability to set expiration of logo/seal. 7. Ability to set charges for the logo and if we have more than one type, the different types such as DBA, Corporate, etc... 8. Upload area for admin to upload a PDF for downloading on the site for various users to submit information to us. 9. I want this to be a part of a current website we have so minimal website design is needed, just a simple area for them to go to and continue. I have given you the best I can at this time, which is really not that much, but good enough. Please do not ask me for the website as I can not give it to you unless you are chosen.
