Real-time sound playback

Need user interface and real-time sound playback capability added to my server. I want an online text-to-speech demo setup where a visitor can type some text and then click a button to hear the synthesized speech message. Here are some examples of existing online speech demos: [login to view URL] [login to view URL] [login to view URL] [login to view URL] Notice that all of these demos speak out the speech directly and immediately WITHOUT having the visitor download it as a WAV or MP3 file, this is what I want. WHAT WE ALREADY HAVE: We currently have a DECtalk text-to-speech engine running on one of our web server. The DECtalk software that is running is actually a desktop version because there is no server version of DECtalk. Therefore what we did was to run the program from command line as an EXE on a VPS. It is setup right now to accept a text string input and output a WAV file containing the synthesized speech. WHAT WE NEED YOU TO DO FOR US: We want to run this new demo on a separate server so the first thing you need to do is copy the DECtalk program and setup to a new VPS server. This should be a relative simple step. Then you need to setup a user interface very much like this website (without the avatar): [login to view URL] and be able to output speech in real time to the visitor. In summary, this project does not require any specialized knowledge of speech technology. It is really about UI and real time playback of sound files. Please submit your bid including briefly what technology you would implement this interface in. This website needs to work for both PC and MAC users. I do not expect very much traffic and understand that desktop application is not the best performance software to run on a server. However, I do want the speech output played back to begin as quickly as possible after input. Of course, we have to discount user connection [login to view URL] general internet response time. Thanks!
