Get a "contact us" form working. Limit shipping cost in Wordpress plugin.

There are 2 parts to the job. The first part will be easier and we need it done today. The second part is not as much of a rush. Part 1. We have a contact us page that is not functioning. The page is part of a website we purchased from templatemonster.com. We can't find the code where the email address is. We need someone with programming skills who can edit the contact form to enable it to send the form to the desired email. Part 2. We need you to get a Wordpress plugin to calculate shipping costs. The plugin is called "WP Simple Paypal Shopping cart" and we want it to add shipping costs only up to $14. There is no setting in the plugin to limit the shipping to $14 so you will need to program the php code to make it limit the cost.
