182108 News Script with admin panel

I have a new project that involves the creation of a rather small and simple but powerful PHP script that retrieves info from a MySQL database. The details are in the attachment. I hope these instructions are clear enough. Let me know if a MySQL db dump is required to help create the script. PHP 5 and MySQL 5. Payment: Escrow on start, complete on receiving full script and having tested that it works (and after I have verified that it has all features I mentioned).
