translation helper app in c#

We need a tool to help generate resource files using Google Translate. Most of the work is already done at CodeProject: [login to view URL] What I need is a small command line application which takes as input an resource file in english e.g. [login to view URL] And generates the language resource files for the following using google translate and the code from codeproject where applicable. french german spanish russian italian portuguese chinese i.e. I need the files [login to view URL], [login to view URL] etc generated automatically. Given the existing code at CodeProject, this should be easy. only a command line tool is required, nothing fancy.
