PHP Web App To Spin Articles

I need a PHP web app I can host on my Linux server with these features: 1) Allows multi-user access and authentication using username/password 2) Allows user to upload articles as .txt file or paste text into box 3) User can then spin article into multiple versions and view/download them as .txt files Optional - 4) User can also convert them into video like videos at [login to view URL] and download them as .mp4 5) User interface must look professional--I can provide icons as necessary Please quote time + cost - I am ready to start now and need this as quickly as possible.
